ME-ALLIANCE LEGAL UPDATE
► The United Arab Emirates places great emphasis on education and scientific research by enacting numerous legislations and policies, as well as supporting and encouraging students to continue their education, thereby fostering the growth of the education sector in the country. Ministerial Decision No. (18) of 2024 was adopted regarding the mechanisms for supporting students to enrol in higher education.
○ The Annex to this decision outlines the stages that students go through during their journey to enrol in higher education and clarifies the responsibilities of the concerned entities, granting supervisory roles to certain bodies.
1. Stage One (Registration): Schools are responsible for ensuring the registration of 11th-grade students in the registration and admission department, as well as providing guidance on the available programs, scholarships, and application deadlines. The Ministry of Education and local authorities have a supervisory role in this process.
2. Stage Two (Application and Enrolment): 12th-grade students are required to take the entrance exams and submit their application forms. Universities set the admission criteria, conditions, and application deadlines, reviewing the submitted applications. The Ministry of Education and Higher Education Research supervises this process. Schools must ensure that 12th-grade students submit their complete applications on time, under the supervision of the Ministry of Education. Additionally, for male 12th-grade students, coordination with the National and Reserve Service Authority is required regarding medical exams and their respective schedules.
3. Stage Three (Screening): Schools are responsible for identifying and analysing the list of students who have been rejected. It is the responsibility of the schools, universities, and the Ministry of Education and Higher Education Research to provide alternative opportunities for these students.
