
ME-ALLIANCE LEGAL UPDATE
The Abu Dhabi Registration and Licensing Authority’s (ADRA) Circular No. (3) on February 6, 2025, mandating the use of Arabic as the primary language for all economic activities that directly interact with the public in the Emirate of Abu Dhabi.
Legal Basis:
This requirement is implemented under:
1. Federal Law No. (15) of 2020 on Consumer Protection.
2. The Executive Regulations of the law.
3. The resolution of the Supreme Consumer Protection Committee promoting the use of Arabic.
Scope of Implementation:
The directive applies to all economic establishments, regardless of sector or industry, and mandates:
1. The use of Arabic in customer service centers, including reception desks and call centers.
2. Issuance of invoices and contracts in Arabic.
3. Display of price lists in Arabic.
4. Additional languages may be used, but Arabic must remain the primary language.
Legal Penalties:
Non-compliance with this decision will result in financial penalties imposed by the Abu Dhabi Authority for Registration and Licensing.
The fines are outlined in the penalty schedule, starting at AED 3,000 for the first violation and increasing up to AED 10,000 for the fourth violation.
