Technical Regulation for Tobacco-Free Nicotine Pouches

 

The Ministry of Industry and Advanced Technology of the United Arab Emirates has issued the UAE Standard Specification UAE.S 5061:2025 for tobacco-free nicotine pouches. This specification pertains to a product designed for oral use to deliver nicotine without the presence of tobacco, and it is considered one of the new products in the market.

 

Scope:

The specification defines the necessary requirements for the manufacturing and distribution of tobacco-free nicotine pouches, which must contain nicotine or its derivatives along with flavoring agents and other permitted substances. These pouches are exclusively used orally and must be disposed of after use.

Definitions:

1.Nicotine: An alkaline chemical used in tobacco-free nicotine pouches.

2.Pouch (Consumer Unit): The packaging that contains nicotine and is used to absorb nicotine orally.

3.Flavoring Agents: Substances added to improve the taste of the product.

4.Tobacco: Includes all types of tobacco plants and their parts, such as roots, leaves, etc.

 

Requirements:

1.Official Approval: Tobacco-free nicotine pouches must be imported and manufactured only after obtaining approval from the competent authorities.

2.Ingredients: The nicotine used must be sourced naturally and extracted from tobacco.

3.Prohibited Ingredients: The use of any substances classified as prohibited, such as narcotic or stimulant substances, is prohibited.

4.Maximum Nicotine Content: The nicotine content in each pouch must not exceed 20 mg.

5.pH Value: The pH value must not exceed a maximum of 9.1.

6.Water Activity: The water activity in the pouch must be less than or equal to 0.7.

7.Packaging: The commercial package must contain between 15 and 20 pouches.

8.Toxic Components: Toxic substances naturally present in flavoring agents must be avoided.
