Administrative Decision No. (274) of 2024 Regarding the Suspension of Services and Transactions for Individuals with Outstanding Obligations to the Department and its Affiliated Entities

In the context of improving the performance of government services and ensuring that individuals and companies fulfill their financial responsibilities, the decision by the Department of Municipalities and Transport was issued to outline the procedures to be followed in the event of outstanding financial obligations. The decision stipulates the suspension of services and transactions for individuals and entities until the outstanding financial obligations are settled. At the same time, a set of services has been identified that will remain in effect despite the suspension of some transactions, in order to ensure the continuity of essential services to the community.

 

Suspension of Services and Transactions:

1.The provision of services, transactions, and requests within the Department of Municipalities and Transport and its affiliated entities shall be suspended for any natural or legal person who has any outstanding obligations or dues payable to the department or any of its affiliated entities.

 

2.This suspension applies to all companies, institutions, and individuals, including but not limited to: real estate practitioners, engineers, engineering consultancy offices, contractors, surveyors, and real estate appraisers.

 

3.Services, transactions, and requests that have been suspended will be reinstated once the obligations have been fulfilled and paid.

 

The following services are exempt from suspension:

1.Rental contract documentation (except for industrial lands and lands rented from the government).

2.Real estate services (for properties owned by a single individual).

3.Distribution of food supplies.

4.Licenses for maintenance and demolition work.

5.Appeals against violations.

6.Payment of fees and financial obligations.

7.Contractor requests for specific projects.

8.Payment of parking fees in public parking areas.

9.Transactions related to vehicle tolls.

10.Contractor requests for the removal or relocation of signs or equipment in public parking areas.

11.Parking permit applications.

 

The restriction will be applied in the electronic systems based on the type of obligation:

1.Outstanding financial obligations: The restriction will be applied the day after the grace period for payment expires.

 

2.Violations and administrative fines: The restriction will be applied from the date the violation is issued.

 

3.Implementation of observations and orders in decrees and judicial rulings: The restriction will be applied from the date of receipt.

 

The Director General of Operations Affairs in the department is granted the following authorities:

1.The right to update the list of services exempt from suspension.

2.The authority to temporarily lift the restriction.

3.The authority to delegate an employee of the department or its affiliated entities to temporarily lift the restriction.
