Federal Law No. (5) of 2024 amending some Provisions of Federal Decree Law No. (34) of 2021 Regarding Combating Rumors and Electronic Crimes
After reviewing the Constitution, Federal Law No. (1) of 1972, and Federal Decree Law No. (34) of 2021 regarding combating rumors and electronic crimes.
The following law was issued: Replace the text of Article (21) of Federal Decree No. (34) of 2021 with the following:
The penalty :
Anyone who creates or manages a website, or publishes information or data on the information network, with the intention of facilitating communication with a terrorist group, association, group, organization, or illegal entity, or promoting their ideas, financing their activities, providing actual assistance to them, or with the intention of disseminating methods of manufacturing incendiary devices, weapons, ammunition, or explosives If someone possesses hazardous materials or any other tools used in terrorist activities, they will be punished with life imprisonment and a fine ranging from AED 2,000,000 to AED 4,000,000.
Anyone who accesses or reposts content from the mentioned websites or publishes content inciting hatred will face imprisonment for up to 5 years and a fine ranging from AED 500,000 to AED 1,000,000.
In cases other than recidivism, instead of imposing the mentioned punishment, the court may order the defendant to be placed in one of the rehabilitation centers or subject them to electronic monitoring, prohibiting them from using any means of information technology for a period determined by the court, not exceeding the maximum prescribed penalty.
